MINUTES OF THE BOARD OF COUNTY COMMISSIONERS MEETING HELD IN REGULAR SESSION ON MONDAY, THE 15th DAY OF JANUARY, 1968.

MINUTES READ AND APPROVED
Minutes of the meeting of January 8, 1968 were read and approved. Motion for approval was made by Commissioner Black and Seconded by Commissioner Hazleton and carried unanimously.
LETTER RECEIVED FROM PL JATO CHAPTER
The following letter was received from the 01 Jato Chapter.
Oljato, Utah Jan. 8, 1968
Dear Sir:
The Oljato Chapter is arranging a meeting to discuss roads in the northern part of the reservation,
We are inviting The San Juan County Utah Commissioners, The Tuba City Agency Officials, The Utah Indian
Affairs Commission, The Navajo Tribal Officials and the Navajo Mountain and the Kayenta Chapter Officers to join in this meeting.
The purpose of the meeting is to work out a joint means of improving the roads in this section of the reservation. An estimate has been made that it is costing each car and truck owner between $125 and $150 a year to maintain his car because of the lack of improved roads in the area. Trucking companies do not like to make deliveries to the traders as it takes so much out of their trucks.
We hope that you can attend this meeting and be prepared to tell us what you can do to help us.

P. S. The meeting will be held at the Oljato Chapter House at 1p.m. , Saturday Jan. 27, 1968. The Commissioners said they would try to attend this meeting.
ROAD IMPROVEMENTS - PACK CREEK
A copy of a letter sent to Mr. Terrell, U. S. Forest Service from Dr. Brownell, Pack Creek Ranch, was received and read by Commissioner Hazleton. The letter referred to improvements to be made on the road from Pack Creek to La Sal Picnic Area. Dr. Brownell stated that they would be happy to supply any easements or right-of-ways needed to improve the road.
FIRST SECURITY BANK DESIGNATED AS DEPOSITORY
F. Bennion Redd, County Attorney was present and informed the Commissioners that the Continental Insurance Company requested that a bank be designated as depository for San Juan County.
Commissioner Black made the motion that a resolution be adopted designating First Security Bank of Utah, N. A., Monticello Branch as the County's depository. The motion was seconded by Commissioner Hazleton and carried unanimously. The following resolution was then adopted:
RESOLUTION
BE IT RESOLVED that First Security Bank of Utah, N. A., Monticello Branch be designated as depository for the funds of San Juan County, Utah for the term ending on the 31st day of December, 1968.

Commissioner Black also made the suggestion that the County's Tax Anticipation Notes be let for bid and that the Treasurer be instructed to advertise for said bids.

MODIFICATION OF MINERAL LEASE TO HECLA MINING COMPANY
F. Bennion Redd presented the commissioners with an Agreement Modifying the Lease to Hecla Mining Company.
Commissioner Black made the motion that the County adopt the State of Utah's Schedule A on Mineral Leases and that the modification of the lease be approved. He also moved that the Clerk be authorized to sign the Agreement Modifying Lease. Commissioner Hazleton seconded the motions and they carried unanimously.
The Clerk was then instructed to sign the lease for San Juan County and to send Hecla Mining Company a billing on the lease to cover the period from April 17, 1967 to April 17, 1968.
LETTERS SENT REGARDING HIGHWAY U-95
Commissioner Black presented the board with the copies of the following letters

Dear Mr. Gilgen:
Subject: FAS project, U-95 to Redhouse Spring in San Juan County.
I am advised by our County surveyor that the survey and specifications are complete on the above mentioned project and is ready for the advertising and letting of bids.
We request that sufficient funds be advanced from FAS funds as the new formula will provide and that this project be advertised and let for bid early this spring. It would be our suggestion that this first project be only for grade, drain, and a shale base, and that the bituminus surface be a second project.
The advantages of an early spring job are that we have received a good deal of snow in recent weeks which
will give us natural moisture and in addition San Juan County built 3 reservoirs and adjacent to the
project this past fall which will have some runoff and should save a good deal of money on water as the
closest natural water would be in excess of a 30 miles round trip.
Perhaps we can discuss this further with you during the week of the County Convention.

Dear Mr. Hellend:
In reference to the programmed project (secondary) for U-95 in fiscal year 1968, please be advised that it is the desire of the San Juan County Commission that this project begin at the entrance road to the Natural Bridges National Monument on U-95 and U261, thence south on U261 to connect with the present oiled surface .
We take this position becuase of the fact that by this means we would have a paved road to this oldest of National Monuments in Utah for the first time except for the short distance going up Moqui dugway which is a slow section of road anyway.
We trust that the Department will favorable consider this request and that this project be let as soon as possible after July 1, 1968.

RESOLUTION PASSED REGARDING INDUSTRIAL POWER
Information was received from Utah Power and Light Company that a magnesium project, in northern Utah, operated by National Lead could bring Raft River REA, a Federal BPA into Box Elder and Tooele Counties. This would cause unfair competition between Private and Federal Controlled companies.
The Commission was asked to adopt a resolution opposing Raft River REA's Petition.
Commissioner Black moved that a Resolution be adopted oppossing Raft River REA's Petition to bring electric-al power into the state. Commissioner Hazleton seconded the motion and it carried unanimously. The Following Resolution was then adopted:

RESOLUTION
WHEREAS, the Raft River REA of Malta, Idaho, had petitioned the Public Service Commission of Utah for a Certificate of Convenience and Necessity to bring electric power from the Bonneville Power Administration into Box Elder and Tooele Counties; and
WHEREAS, if Raft River REA's petition be granted to supply industrial power at a rate of 3.1 mills per kilowatt-hour to potential industrial customers in a limited area; and
WHEREAS, the bringing of Federal BPA power into a limited area for industrial purposes offers an unfair advantage for the limited area to the disadvantage of other counties in the attraction of new industry; and
WHEREAS, existing and potential industries in San Juan County would be competing at a disadvantage with industries in Box Elder and Tooele Counties receiving tax-subsidized Federal electric power to the distress of the economic and industrial well-being of San Juan County and the State of Utah; and
WHEREAS, Raft River REA does not pay State or Federal Income Taxes on its operations and pays property taxes based upon an assessment formula substantially below the assessment of similar facilities installed by Utah Power and Light Company and other private electric companies in the State.
NOW THEREFORE, be it Resolved by the San Juan County Commission that the Public Service Commission of Utah be urged to consider the overall welfare of the State and deny the application of Raft River REA for additional service area in Box Elder and Tooele Counties.

ANNUAL CONVENTION TO BE HELD FOR COUNTY OFFICIALS
The annual convention for County Officials will begin on January 17, 1968 and continue through January 19, 1968, at Salt Lake City, Utah.
Commissioner Black made the motion that the travel expenses be raised from the $100.00 previously authorized to $125.00. The motion was seconded by Commissioner Hazleton and carried unanimously.
The clerk was then authorized to make checks in the amount of $125.00 for all officials attending the meeting and also for the Road superintendant.
FIRE CONTROL AGREEMENT RENEWED FOR 1968
Mr. Paul L. Sjoblom, State Foreste^ was present and presented the commission with a Fire Control Agreement for 1968.
Commissioner Black made the motion that Commission Hazleton, as chairman of the board, be authorized to sign the renewal of the Fire Control Agreement for 1968. The motion was seconded by Commissioner Hazleton and carried unamously. Commissioner Hazleton then signed the Agreement for the County.
EXTENSION SERVICE AGENT TO ATTEND SCHOOL
Mr. Jones from the Extension Service was present and informed the Commission that he had be selected to participate in a 3-weeks short course on Agricultural Policy at the University of Arizona. The course will begin on January 29, 1968 and run through February 16, 1968. Mr. Jones wondered if the Commissioners would have any objections to his using funds from his County budget to pay travel expenses. The Commissioners stated that since he had budgeted for travel expenses that they would have no objections.
Mr. JOnes also discussed the possibility of all County, City and Church Organizations combining to purchase fertilizers in bulk quantities. The Commissioners requested Mr. Jones to contact all such organizations and invite them to discuss this at a meeting with the Commissioners. The meeting was scheduled for February 26, 1968.
MISCELLANEOUS MATTERS
The meeting that had been scheduled for January 16, 1968 at Price, Utah was canceled and will be rescheduled for a later date.
Authorization was given for the Road Department Purchasing Agent to draw up specifications to be used in advertising for bids on 4 diesel dump trues, 10-wheelers.
Commissioner Black suggested the possibility of using an old pickup for parts instead of selling it outright. This was agreeable with the rest of the board.
