Meeting opened at 10:00 A. M. with Commissioner Summers in the Chair. MINUTES READ AND APPROVED

Minutes of the previous meeting of September 26th were read and approved. Motion for approval was made by Commissioner Marion H. Hazleton, seconded by Commissioner Ralph A. Bailey, and carried unanimously.

COUNTY ROAD DEPARTMENT TO COMPLETE WORK ON MOUNTAIN BEFORE MOVING TO BARTELL ROAD

Leonard Bartell was present to inquire when he could expect the county road crew to do the work on his road as requested some time ago.

Dave Guyman, Road Superintendant, was present and stated that as soon as the work is completed on the mountain road that the road crew will move to other projects and Mr. Bartell's road will be taken care of at that time.

APPROVAL OF EXPENDITURES FOR ATTENDANCE AT COMMISSIONERS DAY AT UTAH STATE UNIVERSITY

A motion was made by Commissioner Ralph A. Bailey that expenditures be approved for Commissioner Hazleton to attend Commissioners Day at Utah State University on October 15th, 1966.

The motion was seconded by Commissioner Marion H. Hazleton, and carried unanimously.

CIVIL DEFENSE DIRECTOR DISCUSSES STORAGE FEE

Clarence Rogers, Civil Defense Director, was present to state that when Civil Defense supplies were delivered

he had made arrangements to store them in the old rock bank building in Blanding and no charge was to be

made for the storage. He stated that Glen Shumway had now approached him for the county to pay the taxes due on the building in exchange for storage space. The taxes due are $109.16.

The matter was discussed and it was the Commissioners opinion that such an arrangement should not be entered into, that if a charge is to be made it should be paid out of the Civil Defense budget and a contract agree-ment be entered into for such payment, and that Shumways should make the payment for the taxes due.

The Commissioners have no objection to paying for storage and stated that it should be up to Mr. Roger's judgment as to what should be paid for storage, and that he contact the County Attorney about drawing up a contract agreement.

LETTER TO BE SENT TO ALL REGISTRATION AGENTS

A copy of the following letter is to be sent to all Registration Agents within San Juan County:

September 30, 1966 To All Registration Agents of San Juan County:

Your attention is called to the provisions of the Utah Statutes pertaining to registration, which provide that Registration Agents "when called upon to do so at their respective offices, and not elsewhere, at any time between the hours of 8:00 am and 9:00 pm" shall receive and register the names of all persons applying for registration who on election day will be legally qualified and entitled to vote in that election district. However, such registration shall be done only on the days specified by law, which this year are:

August 2nd August 13th August 23rd October 15th October 18th November 1st November 2nd.

Agents are not permitted registrations on any other dates, nor at anyplace except their office, nor at any time except between the hours of 8:00 am and 9:00 pm of registration days.

The County Clerk can register voters at her office during regular office hours on any day except Sunday and holidays, and excepting a ten day period immediately preceding any election. This means that people can reg-ister at the County Clerk's Office up to and including October 28th, 1966.

BLAINE JONES REQUESTS PERMISSION FOR PURCHASE OF DICTOPHONE MACHINE

Blaine Jones, County Agent, was present to request that he be given permission to purchase a dictophone for his office. He stated that Mrs. Peterson, his secretary, could not take dictation but felt that she would be able to use a dictophone machine. Mr. Jones stated that if such a machine were available he could dictate material to be typed while he was gone from the office, and that there would be sufficient savings from his budget to take care of such a purchase.

The Commissioners stated that they had no objection to Mr. Jones getting a dictophone but to make queries from several companies for a best buy.

MR. JONES REPORTS ON MATTERS PERTINENT TO HIS OFFICE

Mr. Jones stated that he was afraid that the Weed and Rodent budget was being exceeded this year and was in favor of putting the weed control under the ASC where Federal funds would be available, and that the Federal Government would participate up to $500.00 per farm or family, against the $100.00 participation by the County. He stated that he had talked to Richard Holyoak about the matter who thought that perhaps a program could be worked out.

Commissioner Bailey asked if perhaps more weeds couldn't be brought under control through the higher partic-ipation with Federal funds.

Commissioner Hazleton stated that if the program were brought under Federal participation, the County could furnish the man power and equipment.

All Commissioners were of the opinion that a more extensive program could be obtained by taking advantage of Federal participation.

Mr. Jones will make further contact with Mr. Holyoak before any budget is set up for the year 1967. CHAIRMAN OF COMMISSION SIGNS AGREEMENT FOR ALLOCATION OF FUNDS

It was brought to the attention of the County Commission that the State needed an agreement for Allocation of Funds for their files. The allocation is in the amount of $700.00 for supplies that has already been furnished by the Weed and Rodent Fund, and there will be no further payment to the State.

A motion was made by Commissioner Marion H. Hazleton that the Chairman of the Board of County Commission be authorized to sign the Agreement for Allocation of Funds in behalf of San Juan County.

ALLOCATION OF FUNDS

Pursuant to Section 2 of the Field Agreement between the Division of Wildlife Services of the Bureau of Sport Fisheries and Wildlife and the San Juan County Board of Commissioners, the latter party agrees to provide funds in the amount of $700.00 as their contribution to the cooperative predator-rodent control program for the period from July 1, 1966 to June 30, 1967.

Funds to be used for the following purposes: Supplies to control prairie dogs.

The Bureau of Sports Fisheries and Wildlife agrees to furnish supervision of the project and will provide lethal agents and other control devices required.

A request was made by Duane Carlson to purchase the house in which he is now living and which is owned by San Juan County, with the rent payments to be included as part of the purchase price.

DEPUTY SHERIFF REPORTS ON PROGRESS OF EDUCATION

I decided that you should be advised on my progress here in Washington. The course is about half over now and so far it has been very interesting and I think beneficial to me.

The lecturers that have been speaking to us are all men outstanding in their fields and have certainly given me plenty to think about. We have had courses on Police Management, Community relations, and Psychology as well as the usual police skills training. So far I have passed all the tests & requirements.

Just being in Washington is an education in itself. We just don't have the problems at home that they have here. I will certainly be glad to get back.

SURVEYOR TO SUBMIT BUDGET IN APPROXIMATELY SAME AMOUNT AS LAST YEAR

Donald V. Blake, County Surveyor, was present to inquire the Commissioners' desires as to how much budgets should be reduced for the year 1967. He suggested that engineering be made in advance of work that needs to be done. To date the work has been of such volume that no advance engineering has been made.

It was the Commissioners' desire that the same amount be set up in the Surveyor's budget as was set up for the year 1966. Any reduced budget for County Road would leave time for the Surveyor's office to work on engineering in advance of projects.

Proposed Classification Decision

The following described lands are hereby classified pursuant to Section 7 of the Act of June 28, 1934 (48 Stat. 1272; 43 U.S.C. 315f), as amended, for selection by the State of Utah under provisions of Sections 2275 and 2276 of the Revised Statutes, as amended (43 U.S.C. 851, 852; 43 CFR, Subpart 2222):

Sec. 11, E1/2SE1/4, W1/2NE1/4, W1/2 •

(containing 480 acres)

The lands are located 21/2 miles north of Bluff, Utah, and are accessible by an unimproved dirt road which is impassable in wet weather. Most of the tracts are extremely rough and includes a deep box canyon with high rims. There are large areas of slickrock with other areas of shallow sandy soil. Vegetative cover consists of scattered juniper of no commercial value, Indian ricegrass, Brigham tea, sand dropseed, and other miscel-laneous weeds and grasses. The U. S. Geological Survey reports the tract to be valuable potentially for so-dium, potash and oil and gas. While the economy of the general area is supported by recreation, mining, farm-ing, and livestock grazing, it appears that grazing is the only foreseeable use of this tract.

Transfer of these lands will satisfy, in part, an outstanding grant accorded the State as indemnity for an equal acreage lost to the State by reservation or appropriation of what would have been school sections in place when surveyed.

The lands adjoin other State and private lands on two sides, and are suitable for management by the State

in connection with other lands that they own, or for transfer to private ownership. They are not needed in connection with management or development of other public lands or resources in the area. There is no pub-lic program or project planned on these lands. Therefore, this classification is in accordance with criteria for disposal as contained in 43 CFR 2410.1-3(c) (1) and (2).

The petition for classification, Utah 0147523, filed by the Utah State Land Board is hereby approved. Copies of this decision are being sent to:

The Commissioners stated that they had no objection to the transfer of lands to the State of Utah. DAVID BAILEY DELIVERS INSURANCE POLICY

David Bailey, InsuranceAgent for Central Utah Insurance Agency, was present to deliver the Insurance Policy with Continental Insurance Agency as underwriters.

Mr. Bailey stated that the policy did not include the bond for the Treasurer but as soon as the question-naire was completed by the Treasurer it would be included by endorsement. Mr. Bailey also brought attention to the fact that the premium was also reduced until such endorsement and would then be the same as the bid.

APPLICATION FOR RETAIL BEER LICENSE AT BLUFF

Wm. H. Huber of Bluff had submitted an application for a retail beer license for packaged beer to be taken out for consumption, and to be sold at the Silver Service. The license fee of $150.00 had been paid.

The matter will be considered by the Sheriff's Department, and a report will be given to the County Commis-sioners at their next meeting.

Dear Mr. Summers:

In the FAA Letter to you of Sept. 13, 1966 they indicated that the stripping of the runway and taxiway was not satisfactory and would not meet the requirements for FAA participation of funds.

The painting of the runway and taxiway is sub standard and not acceptable for payment to the contractor. It is extremely difficult to remove the existing paint and restrip. This can be accomplished by sand blasting, covering the paint with black paint and heating the strip to bring the oil to the surface through the paint partially blotting out the stripe.

The contractor Eager Electric should be notified that the painting is not acceptable and should/corrected (repainted). It would probably be better to eliminate the painting from the project by requesting the same from the FAA by letter; however, in their letter to you they say that they would not participate in work not meeting their specifications and requirements. Inasmuch as this work will not meet the FAA requirements, it is automatically eliminated for FAA financial participation.

The painting will serve the purpose, although the lines etc. are not straight, for a few years until the paint fades. Then the runway could be repainted.

Eager Electric have been notified of the other corrections to the electrical lighting system suggested by the FAA in their letter to you.
